what is the smallest and easiest turtle to care for also the least expensive

no turtle is really easy to take care of

they need clean tanks all the time

None of them. All turtles are very expensive to maintain properly; they also grow quickly requiring new/larger habitats often. Also, turtles can live for years, some outlive their owners. They also require a lot of attention to the cleanliness of their habitat. Not to mention turtles aren't nearly as interactive as say a hamster or gerbil. Are you sure this is the right pet for you? Do your homework; this could be a lifelong commitment!

Sliders and cooters are cheap but get big. Musk, mud, and map turtles stay relatively small; you won't need a tank of more than 100 gallons. No turtle is easy to care for.
