  1. Uh, no. Unless your cable company informed you that they were discontinuing analog service in lockstep with the FCCs discontinuation of analog terrestrial/antenna broadcasting, your card will keep working fine. If they didn't send you a letter through snail mail, by now, you're fine and need no new hardware. In fact, most systems will stay partially analog for a few more years at a minimum, longer in rural areas with small providers. But again, I think you're confusing the FCCs decision about our airwaves with your cable service, to be honest.

On another note, if your cable system is digital, then yes, you need a digital TV tuner that supports ATSC. Otherwise, you won't get a picture. Most really cheap TV Tuners are analog, and they work alright, but a digital one may be helpful when the cable company send out a letter in a few years telling you about the end of analog cable.

  2. cable tv wont be affected.  This is only for people who get there tv from air,  like antennas, rabbit ears.  If you have a cable/dish provider you wont ever see a difference.
