what is a quote that said something like, "coins may seem like legal tender, that is until you try buy something with them?"

It might be from a Staples ad. They send people out with hidden cameras and they try to buy something with a bagful of pennies. Of course the merchants' reactions are "what the heck are you trying to do?!?!"

It's a promotion for their back to school one cent sale. They have a lot of items on sale for a penny.

Edit - It wasn't Staples, it was Office Max. They just showed a commercial on TV.
