Tv does not power on. when i plug the cord into the wall there is a chirping noise from the back

when i plug the cord into the wall there is a chirping noise from the back of tv similar to a cricket sound continuously, . and no picture and no sound thru speakers. i opened it the fuses are good. can you help me further diagnose?
