Tv not changing channels.

Question

I purchased a Vizio 42" LCD HDTV 10A from an auction site. The picture and volume work good, but it doesn't change channels with either the remote, or the tv buttons. This was originally a return, and is stuck on channel 10, which works fine. When I go to "info" on the remote, is reads, "no program title, no program details, and also, "cc-off". Does that mean channel changer off. If so how do you turn it on. I have no manuals or paperwork for the set.Please help. Bob.
