Tv on no picture no sound tv making a pulsating...

Cable is connected. Power is OK... turn TV has no picture, no sound, white screen with tv making a pulsating sound. Tried disconnecting and plugging back in still no change... Wonder if TV has died... less then a month old.... can this be...
