Tv won't turn on. Toshiba 34" is getting power. Can tell by the illuminated LED on the front

Toshiba 34" is getting power. Can tell by the illuminated LED on the front of the TV. When I go to power it on it makes the sound like its going to come on.....that clicking noise that tv's make......but then nothing comes on the screen and about 10 seconds later it makes another ticking sound. The screen never powers on.-tried to switch plugs-tried to leave it unplugged for like a week......nothing-tried different remote (I had a universal and regular for it)-tried using the panel on the front of the TV in case it was a standby issue.....nothing
