  3. The answer is there are 12 pair of ones,each man takes one set and the remainder  is a set of ones= 11.

    12 pair hanging high , refers to the hour hand and to each number, so one hour hand to one number is one pair, and is currently at 12 o'clock.

    12 men come riding by, refers, to the minute hand going around the clock. and each man refers to every 5 mins, so 12 men would be 1 hour.

    so after the 12 men has "taken" a pair, meaning that the minute hand has gone one whole round, it would be 1 o'clock already rite? now eleven hanging high, means that there's eleven more hours go till the next 12 o'clock.

    it's roughly this idea =)

    12 pairs hanging on a tree. The first man rides by, sees a pair that is better than his, takes a new pair and leaves his old ones.  This happens with the next 11 riders as well, except that the last one has shoes so bad that instead of leaving them behind he throws them away.
