Twice i saw the Florida gulf water glow what makes it happen?

we were on the boat and when we took off moving the bottom of the water was glowing...like bright green and once bright blue..wicked stuff really pretty...but not all the time..does anyone know?u could see the fish in the water like florisent.

It will either be plankton or algae.
