1. I believe you must beat Crasher Wake and clear out the Galactic Warehouse to fight her.

2. You must talk to 32 (I think) people underground (You can talk to one over an over if you keep going back up and going back down.). You could also trade for it

1. I don't f-ing know at all.

2. You can't unless you use the "Catch other trainers' pokemon" cheat on Action Replay for the DS.
