Two friends that have issues?

A Friend in my apartment building complained to the manager that his friend was knocking at wee hours in the mourning 3.00 am in the mourning .And complained he left a cake for him.So the landlord told him not to bother him again or you will be evicted kick your but out

well 4 days later he gos to his friends door a 11.00 pm and apologizes

he says Ralph I apologize and you can come over any time you want.

Well Ralph told me he doesn't want to go over his house now because hes so unpredictable

Do you think this guy is crazy and mentally ill?
