Two golf balls touching in bunker?

If you and another player both hit balls into a bunker and both roll to a stop in the same location (so that they are touching), is one person allowed to mark the location of the ball somehow and pick it up until the other player hits his ball?

If so, is the 2nd player allowed to rake that location to remove the first golfer's divot in the sand?

If not, who is supposed to hit first?

  1. Yes the player is allowed to mark their ball and the player who hit first is the only one allowed to rake the bunker before the other person replaces their ball.

    Dealing with your question in sequence

    A player may mark his ball in a bunker if it interferes with anothers ball. You cannot rake over the "divot" You are in a hazard and incur a penalty if you improve the lie by smoothing the sand

    You can mark the ball by line of sight with a fixed object on the course (tree, course feature) so the marker is not next to the player's ball so long as you replace the ball in its original position when you play  

  4. The person farther from the hole plays first; and, yes the second golfer can pick up his own ball. However, he must recreate his lie as close as possible to the original after the first player has gone. For example, if he had a fried egg lie, he would have to attempt to recreate the same lie.
