Pictures of the deceased are usually not printed, especially at the scene. One of the major rules in Accident Investigation is DON'T TAKE PICTURES OF THE DECEASED EVER.

Check with the newspaper. If they have photos of the people you may be able to get them, or purchase a back copy of the paper.

Additional: I realize that photos of the deceased are not printed, I am assuming the asker wants photos of the victims before the accident as to the identity of the people. If the asker wants photos of the accident showing the victims, no, he will not be able to get those since there are none.
