    Three angles can be equal, but the triangles can still have three different sides, hence making them non-congruent.

    If two angles are equal, it means the third angle is equal. But then again, the three sides can all be different.

    One side and one angle equal doesn't ensure congruency.

    But, if three sides are equal, the three angles must be equal. Three sides equal ensures the three angles are equal, but three angles equal doesn't ensure three sides are equal.
