  1. The 70 to 80 IQ is low average and these people can usually find work in an area where they can be successful. It may be physical work, instead of intellectual, and most do okay.

Below 70, is a different story. These people usually need support. In the United States many of these people qualify for Social Security SSI. It's not a large income but may pay the basics if they live with family or in a placement.

In California, many of these people qualify for Regional Center. If they qualkify there is a wealth of state services available to these people. My daughter qualifies and has a job through regional center. She is in a group with a job coach and works five days a week as a maid in a senior health care center. She loves it, and the seniors love her.

  2. Hi - I am a neuropsychologist by training.  Iq is not a fixed quantity.  It can be improved.  There have been many kinds of program for that.   Check out the Better Baby Institute and Brain Gym.  (www.braingym.org).  I lead a program called BrainWorks that dissolves chronic brain stress and increases performance and intelligence.  (www:powerlearn.us)

  3. first thing if he cant understand speech try getting him assesed by a speech path to see what communication strategy he can use (although at 16 i'm surprised this hasn't already been done.) Also get him assesed by an audiologist as hearing aids may help him understand speech better depending on his hearing probs

Secondly try to get him into some sort of apprenticeship. You've said smithing which as far as I know you have to do an apprenticeship for anyway. You could also try some classes at a TAFE (Technical And Further Education - sorry dont know what they are called in other countries than Australia) to see if they have any classes for students with disabilities to teach them independance and how to learn in an adult environment etc

70-80 is borderline retardation (or intellectual disability) and these people are able to do simple jobs with supervision but will require assistance from relatives etc in the management of their affairs. this is according to the site i have listed as my source, so i dont know how accurate it is.
