  1. I have only heard this phrase once in jest, but it sounds like it is the opinion of the author that such ability and prowess in understanding and forwarding theories in physics is a genetic predisposition (nature), rather than being taught through school (nurture).  

    As an academic in psychology, I argue there is some influence in nurture (enriching environment to offer opportunities for intellectual curiosity).  However, I will concede that some students are gifted with this type of intelligence, and may be destined to become a physicist.  Throughout HS and university, I struggled through physics (biology and chemistry was a breeze).  However, there would be one or two students that would never come to class, read a bit of the text before an exam, then score 112% (would not only get everything right, but get the bonus questions as well!).
