  2. Every learning disability known to man is allowed in the public school district. That is known as FAPE (Free Appropriate Public Education) under section 504, students with disabilities.  No matter what the disability the school has to provide an appropriate education for the child.

Any disability is allowed in public schools (to not allow it is to commit an act of discrimination and thus not legal).  Below is a list of categories for which children can recieve special education services that is put forth by the federal government (so all  public schools must adhere to them):

    Autism

    Emotional Behavioral Disorders- Bipolar, Major Depression, etc.

    Hearing Impairments

    Intellectual Disabilities- IQ and Adaptive behavior well below average

    Orthopedic Impairments

    Other Health Impairments- this includes Tourettes, ADHD, even things like severe Diabetes and Sickle Cell Anemia because kids miss a lot of school.

    Significant Developmental Delays

    Speech-Language Impairments

    Traumatic Brain Injuries

    Visual Impairments

    Specific Learning Disabilities

      Basic Reading

      Reading Fluency (new a few years ago)

      Reading Comprehension

      Math Reasoning

      Math Calculation

      Written Expression

      Oral Expression

      Listening Comprehension

        (the last 2 are used less often and usually fall under speech)

A public school can not turn down a child because of their learning disability.  No matter what it is.  IF the school can not adequately teach the child they have to place the child where they can be taught and where they can learn.  Some times that's another public school and sometimes it's a private school specifically for children with Learning disabilities.  But no matter what the learning disability the public school system has to find a way to teach that child.  To not allow a child to enter a public school because of a learning disability would be a violation of federal law.  So whether the child has dyslexia, dysclauculia, dysgraphia, the reading, math and writing disabilities that most children have. OR AH ADD, autism, developmental delays, aspegers syndrome, blindness, deafness or any thing else that would make it more difficult for the child to learn the public school either has to find a way to address the situation or to provide the money for a private school education.

  5. Schools can not keep any child out of public school. It is mandatory law that ALL children attend school, whether it's public, private or homeschool.

    This does NOT mean the school will help the child with learning or any other disability  thru special education services.

    There are many children with learning and other disabilities that are in schools that the schools do not help.

    The child has to first 'qualify'  for the services.

    There are 14 categories of disabilities that schools help thru special education, IF the child qualifies. Just because a child HAS a disabilitiy does not guarantee the school will help the child.

    The website I listed above will also be great to do some research for your project. Get ready to learn about the horrible corruption of special education in public schools, though.

Whether it is in the best interest of the individual is dependent on the level and quality of support given to include them and meet their needs,what training and/or experience staff have in relation to the individuals specific needs or condition  and the general attitude of staff and pupils.  Schools have a duty to include students with special educational needs through School action/School action plus or a Statement of Special Educational needs.
