U.S. Passport and Child Support Help!!!!!?

Question

I have a friend that owes $50,000+ in child support he is currently stuck in india and is trying to get back home to work of the debt. He his passport is expired and was denied to enter the departures area of Delhi airport. His old passport is already cancled. He is also a citizen of India. I need assistance.
