Yes, but they have raised all of their rates and are not being too nice to sellers as of late.  I am a seller and have also purchased many things for many years.  I have never had any problem.  If you are a BUYER, READ the entire listing you are considering buying or bidding on.  EACH seller has different requirements.  Ask all questions BEFORE you bid.  If something doesn't sound right in the ad, ASK, and if they don't give a prompt and satisfactory answer, avoid that seller.

If you mean as a seller, the answer is still yes.  Just be sure to educate yourself fully before you start to sell.  There's a million and one things to learn.  Accept only Pay Pal is the best advice I can give a new seller.

eBay has been a great way for me to sell and to buy.  I have never experienced any major problems and have been using it for many years now.  If you pay via PayPal you have a much better chance at retrieving your payment if somethig did happen to go wrong.

Just make sure you are very clear on what you are about to purchase and if for some reason the listing isn't very descriptive, then ALWAYS ask the seller before bidding or buying.

The majority of sellers are pretty decent ..

Yes absolutely Ive used eBay for years and have been disappointed few times. my best advice is ask the seller alot of questions when purchasing something!
