  1. U-turns are normally legal unless posted otherwise.    However,  what you ask is a very stupid and unsafe idea.  

    U-turns are dangerous in themselves.   When doing one,  you are crosswise to both directions of traffic.   Doing one in an intersection gives additional traffic flow to take a shot at you.

    Better,  and much safer,   go around the block.  Pull into a parking lot and safely turn around.   Turn around in a driveway. (Note:  back in,  pull out.  This reduces the time you are sitting in front of traffic stopping,  changing gears,  and getting rolling again.   When backing in to the right,  you get better control of the traffic coming up behind you.

  4. Something which hasn't been addressed in these other answers is that you never have the right of way when you make a U-turn.

    Where I live (Alberta Canada), a U-turn can only be made at an intersection where there is no traffic light and there is no prohibitive sign. It's also illegal to make a U-turn on a straight road between intersections. A driver must also obey all signs at the intersection.  Where I live, I may make a U-turn at a four way stop, but I have to also obey the signs in the intersection. I would stop first, obeying the stop sign, then when safe I would proceed across the intersection and stop again at the other stop sign and leave when it is safe to do so.

    Most intersections where you AREN'T allowed to do a Uturn--there is a sign posted!

Most states have a clause in their transportation code that says you cannot turn from a straight course if the movement cannot be made safely.  You'd need a wide street to make a u-turn in a single movement, and, at best, you can only signal a left turn which could confuse other drivers, so depending on the situation, a police officer might construe that you did not make a u-turn safely.  However, in general, u-turns are legal unless a no u-turn sign has been posted.

  9. U-turns might be legal, but don't do it if there are ANY cars at ANY of the stop signs. If they miscalculate or misunderstand what you're doing, you could find yourself in an accident.

  10. Check the state driver's handbook...If it is or is not permitted, it should be posted as such...Regardless, try to stay away from this type of situation...Make a right, then turn around in a driveway, or go through the intersection and turn around in a less hazardous condition.
