UC Riverside, Irvine, Merced, etc. or a CSU?

My friend is dropping out of UC Santa Cruz and even though he's a complete a-hole and an irresponsible loser I still feel kinda bad for him. Right now he's planning on going to a community college to get his grades up, and transferring to a CSU, probably San Jose State University (he's from Berkeley). Which got me thinking, are some CSU's better than some lower-tier UC's? In other words, would you have better job prospects if you graduated San Jose State or San Francisco State than, say, UC Riverside, Irvine, or Merced? Or would it all depend on your grades?

All UCs are better than any of the CSUs.

Some CSU programs are better and would have better job prospects.

Engineers from Cal Poly SLO are in higher demand than ones from Riverside and are at least equal to the mid tier UCs.
