UK. If you have to give a police statement?

If the police are persuing a case off their own back, the individual who they want a statement/evidence off isn't wanting to press charges.So...!

1. Can they retract their statement

2. Can they agree to only provide a statement as evidence- not appear in court, allow further intrusion- through mobile call monitoring etc.?

3. Basically if it came to it could the person decide to not co-operate with the police atall even though they have already given a statement? ...in what way is a statement 'binding', bearing in mind the individual is neither the person pressing charges nor the person under question over the crime.
