Do you live in the UK, and are just visiting the US for now?

If you do not live there, there is no way you could win, so the email is most likely a fake.  

But if you really do want to call them..

  You have to dial: 011 + 44 + City Area Code + Number you wish to call.

You did not win the lottery. No one has won the lottery. They are all scams.

Unless you actually purchased a ticket and the email has your name and ticket number forget it. I receive 10 a day.
