    You definitely don't have to be on the electoral register.

No you do not,as many EU residents have accts in London and no legal right to be on the register.Having a passport and proof of address and utility bills is normal requirements.However you do not HAVE to have a passport either and will be required addition proof of identity,ie birth certificate.All that in order to be treated like a moron at your bank.
