I just need a cell phone number Tracer that will give men the name of the owner of the phone with absolutley no payment at all. Please help!

I looked into this before and couldn't find anything online. There are some sites that can tell you where the phone is but they charge you and aren't very reliable and didn't give you a name, and apparently they only work if the owner has accepted and replied to a text message asking if you want to be traced.

I think what your after is only accessible to the police and phone companies.
