UNLICENSED NJ DRIVER is a immigrant?

A friend of mine is a unlicensed immigrant driver in NJ, he recieved a ticket for unlicensed driver and is going to court next week. He had insurance and a registered vechicle. He will pay fine that is required. My question is, will this effect his status to become legal/resident.

I would say no because this is what I found.

As long as an immigrant that can securely establish their identity and the ability to drive should be okay.
