and the worst is that i have so many debts around thinking that CAP will pay our EDU plan for my two kids. how could I sue CAP of this for the unpaid school fees.

I'm confused by your use of acronyms and capitalizations.  WHO is this CAP organization you're talking about?  Regardless, if you want to SUE someone, you need to call a LAWYER.
