UNlocking Phones Not Sure How It Works?

ok so does any one no how to unlock a phone like do you go to a store or what help plz.

or the last four digits of your cell phone number

Well I don't know if it still works and work for all cell phone companies but 4 years ago my uncle bought a used phone from his friend that was from another cell phone carrier than his own and he just took it to a store that sold phones from his cell phone carrier and they unlocked it for $20.  Just to make sure go to a store that sell phones from your cell phone carrier and ask them if they can unlock a phone for you.
