UPenn Halloween scandal?

Hi, I'll be an exchange student next year in while I was doing some researches on UPenn, several times the "UPenn Halloween scadal" came up. Since I have no idea what that is, could somebody please explain it to me.

Penn President Amy Gutmann was photographed with a student dressed as a suicide bomber.  Some among students, alumni and the population at large were highly critical of Gutmann after photographers caught a snapshot of her smiling with Engineering Senior Saad Saadi, who was dressed in a terrorist outfit.  Gutmann has issued two formal public statements addressing the matter in addition to meeting with student groups that were upset about Saadi's costume.  Gutmann - who will not comment further on the Halloween photo issue - has said repeatedly that she has no intentions of leaving Penn.

It was stupid and took place a couple years ago. The president Amy Gutmann had her picture taken with a student who was dressed as a suicide bomber. Who cares. Enjoy Penn.
