One way to make a designer baby begins with an embryo created by in vitro fertilization (IVF). Genetic engineers modify the embryo’s DNA and then introduce it into a womb.

From stuff I have read previously, I know it is possible to separate x from y sperm to optimize the chance for a boy or girl.  Using similar technique, it someday could be used to chose hair and eye color and other physical characteristics.  As of right now, you can't pick which brain cells the baby will get to make it smarter.  But you can try to genetically manipulate to reduce chances for a genetic disease.
