  1. So where's the question here? DO you want to kow if you are a US citizen? IF the birth was registered at the embassy as you say and an SSAN issued, yes, you are a citizen. Get your US passport and go....

  2. When you were born on the Air Base, if you were entitled to US citizenship they would have assisted your parents in forwarding the application for a Consular Report of the Birth Abroad of a Citizen of the USA (FS-240) to the embassy, and you would have that document.  If your parents never applied, or if you have lost the FS-240, you can apply or request a copy this way:

If, on the other hand, the Embassy refused to issue the CROBA, it's because you were not born a US citizen.  If they kept certain documents anyway, it's because the documents were questionable.  You can have an SS# but still not be a US citizen.

  3. Do I assume right that you want to get a US passport? What documents do you still have to prove you are a citizen? Bring that along to the US Emabssy in Manila together with a filled out passport application form and pictures and passport fee.**

Call before you go so you will know what you will need to bring. Link attached.**
