Before NAFTA, tomatoes were cheaper in Mexico(the autarky price) than in the United States and poultry was cheaper in the US. Since NAFTA, Mexico exports tomatoes to the US and imports poultry from the US. Who benefited and who lost and why?

  1. In a broad sense, consumers in both countries benefited... they get cheaper tomatoes and poultry.  The big losers were Mexican poultry producers and American tomato producers who no longer can command higher prices in their local markets.
