  1. The minimum age to become a Commissioned Naval Officer is 19 years old - and be in a 4 year university program or have a 4 year degree.  The maximum age to become a commissioned officer is 35 years old.  Now on to the specifics:

    For the SEAL Officer program - At least 19 and less than 29 at time of commission. Waiver up to 2 yrs for prior Active Duty service (If you ever enlisted before).

    For the EOD/Special Ops Officer program - At least 19 and less than 29 at time of application. Waiver up to 2 yrs for prior Active Duty service.

    SEAL O candidates have exactly ONE chance.  if they fail, drop out or medically DQd, they have no more chances.

To enlist to serve Active Duty in the United States Navy, you must be 34 years of age or younger.  To enlist to serve in the US Navy Reserves, you must be 39 years of age or younger.  If you have served previously in any branch of the US Military, you can qualify for an age waiver and enlist at a greater age than those listed.

    SEALs and Spec Ops Officers must be less than 29 years old.

    To be an Officer in the US Navy, just so you know, you must do one of the following:

    1) Graduate from the US Naval Academy;

    2) Participate in 3 years or more of Navy ROTC during college and graduate, and qualify for a commission;

    3) Have a four-year degree (bachelor's degree) and be selected to be an officer.

    To become an enlisted Sailor, you must:

    1) Be a United States citizen OR have an Alien Registration Receipt Card OR have a permanent residence visa;

    2) Pass a credit check if you have ANY dependents (including a spouse)

    3) Have a GED or High School diploma from an accredited institution (only 10% of enlisted personnel each fiscal year can have a GED or lack a H.S. diploma, so the spots are limited);

    4) Have a clean criminal record, or if you do not, get a waiver for any offense;

    5) Pass a physical at MEPS, including a urinalysis

    6) Score a minimum of 35 points on the ASVAB if you're enlisting Active Duty; 31 for enlisting in the Reserves

  4. There is no seperate cut-off ages for programs.

    The Navy has cut-off ages.

    And special programs have cut-off in terms of rank. Only junior officers / enlisted can go into Special Programs.
