Yes it is reliable.

Priority International for a 25lb package would be 97.50 at the post office and 92.63 on-line at www.usps.com with a 6-10 day estimated delivery.  You can also request free carrier pick up off the same website

You could also try registering the package or using express mail.  Registering is the most secure way to send something.  It is singed and scanned for at every point of the delivery process.
