US emissions regulations?

i was just wondering, california has emissions regulations for cars. when is the rest of the US, more specificly michigan, going to start doing the same?

they see california as a test-tube state.  until they see california out of debt and the condition of the state is at a high standard due to the emitions stadards they won't follow..  but lets say california was out of debt and pollution is at a all time low. without the loss of business due to our emition standars then the other states will follow
