US policies established after 9/11 have substantially reduced the risk of terrorist acts against the US?

This is a statement. What is your opinion of this? I need a few positives, because most research has lead to negative opinions and I need positive ones for a pro research paper. Please, no conspiracy theories. I got the topic tonight and the essay is due tomorrow afternoon, it is for the debate team. Please help!

You need pro for a research paper?  Surely the whole idea of a research paper is to discover the truth not try to prove something that is obviously wrong?!!

Americas policies have alienated so many people and whilst homeland security claim it is making the country safer they are also saying nationalized people in the US would not turn terrorist!!!

Real echos of America being told terrorism would never happen in the US and that no american would ever attack it - Timothy Mcvey certainly proved that wrong and sadly the proof that the current policies are actually increasing the likelihood will sadly one day become true!!
