US to European Volts - adapters vs. converters?

I have a converter already, but I wanted to buy another one so I could charge multiple devices...however, when it came, it said it is an "adapter" and that it will not transform the voltage. By what it says about 'many electronics working in the EU', it makes it sound like my electronics will work fine even though the voltage is so much higher. MUST the device be dual voltage?

  1. Yes, they must be dual voltage, or carry along a heavy transformer. Voltages here are 110V, European 220V, and also differenct cycles. Something that is not dual voltage will melt when plugged into the European system


  2. The device must either be dual-voltage or you will need a transformer that converts 220VAC to 110VAC.  An adapter is just used so you can plug a 110 appliance into a 220 socket.
