US visa application rejected

Question

my visa was rejected because i have a nationality (taiwan) and a passport but not a citizenship (i hold alien cards in both taiwan and the philippines). at first the visa officials said i can't go to the US because i don't have permanent residency in any country, but when i showed them my permanent alien residence card in the philippines, they changed their excuse and still rejected my visa.
