USB 2.0 works as USB 1.1

Question

Support CD for m/b installs but doesn't mention USB. Driver from ECS website for USB unpacks correctly and the setup runs but terminates within a second without displaying any messages.
When devices are plugged into any of the USB ports windows displays a message that the device would work better in a USB 2.0 port.
Tried 2 identical motherboards with Win XP pro and Win 2000 pro.
There are 4 USB connectors on back ad a header for the front ports, all act in the same way. ECS PT890T-A v1.0 motherboards.
