Ubuntu Intrepid Ibex Question

Currently I'm using Ubuntu 8.04, this is the first time I'm using a Linux operating system, and I understand that soon there will be an 8.10 version, Intrepid Ibex, what are the implications of this on me? Do I have to upgrade? How do I upgrade? When should I upgrade?Thank you for your help.
