Ultimate prosperity dillema?

In the beginning of its evolution, human had to solve this problems alone without any help from society - security, shelter, food, water, education, ..........., reproduction. During our evolution, we created society that, step by step, solved our problems with security ( from tribes to police), shelter ( from cave to skyscrapers ) ....... but we never developed society that fully solve our reproduction "problem".

Will humanity prosper if every individual allow institution complete control of his/hers reproductive ( sexual ) life for greater interest ( virus elimination, super-human evolution, improved race... )?
