Umm, I having a party for my sister she is going to be 21 what kinda party should i throw!?

well since its her 21 birthday get alcohol  and lots of it, cus now shes finally old enough to drink

invite her friends and not her parents do a little something at home than go to where the party is

see who is in charge of your local mall and see if you can hold a party there eg in the food hall if you can, then ask everyone who is invited to wear an animal mask or costume and to meet at the mall so you can suprise her. Just say your taking her shopping. If not take her to a park for a picnic and again get everyone to dress up as animals.
