Unable to adjust tension,

Brother CS 6000i 60-Stitch Computerized Sewing Machine
top stitch lays on top, no matter how I adjust the wheel and stitiches tightly so that I must pull the seam along to the thread ends to straighten.
Bought new in November 2007, tried using it 3-4 times, same problem
