Definitely an accident.  He should have knocked on your door and told you he was going to wash the windows. Imagine you could have been naked and looked up and there he was looking at you. Definitely not your fault.

Accidents happen.  I'll stick up for you.  After all, he doesn't usually clean your windows on Tuesdays does he, so how were you to know he could be there?  But just a moment.....you live in a bungalow, don't you, so what was he doing up a ladder anyway?  Entirely his own fault.  You are off the hook!
