Underage moving out?

My friends parents are divorced. Her dad has full custody of her but she is currently visiting her mom in maryland for the summertime. Her dad is very well off money wise and her mom is not so much. Her dad doesnt give her basic needs such as Shampoo, laundry detergent, soap etc. Her dad doesnt talk to her and has told her that she cannot move back in with him but yet he will not send her mom the custody papers. My friend wants to live down here in NC and still attend school here and live with her boyfriend. She is 16. Her dad says if he catches her there at her boyfriends house he will call the law on her and put her in Juvy or a foster home. Is there any possible way she will be able to live with her boyfriend? I think she could sue her dad for some what child abuse for not giving her, her basic needs. But how would she prove that? She cannot afford to take her father to court. I need help, please?

I call shenanigan's. Look she is blowing this whole thing out of proportion. Seriously, not giving her shampoo? Maybe not Paul Mitchell but I'm sure the basics are there. She has no rights (vs her parents) until she is an adult. Childhood blows but we all went through with it. Live with her boyfriend? How old is she? Negative ghost rider. 2 more years, the safety net goes away and can make all the stupid decisions she wants but has to wait for now.

What you describe is child abuse, please contact the police since I don't think there is anything else you can do.
