Underglow neon lights in utah?

do they allow underglow blue neon lights on a car in utah, USA? how about neon on the speakers on a trunk of a car? do they allow those?

There are no laws preventing you from have either of them at this time but you cannot have blue or red lights, those are for police and emergency vehicles........
