Check out this fully submersible Panasonic SDR-SW20R Digital Camcorder. It doesn't need a water-poof case and is good to go underwater and saves to an SD memory card.

try the Panasonic sdr-sw20.    I found it anywhere from 450 all the way down  to 265 on everyprice.com

Buy a hard plastic case for water protection that you can use in any camcorder. Look for SPK-HCD. It will give you full protection underwater.

Some of the hard cases can cost more than the price of a camcorder.

There are soft cases available from Ewa Marine...

Any camcorder will work... it depends what sort of water you're planning to be in.

If a pool, then low light capabilites are not an issue (unless you plan to shoot in the dark). If lake or ocean, then lowlight capabilities matter. If really deep, you need to bring underwater lights...
