Undiscovered all inclusive travel destinations, on a budget?

Yeah, I know I'm asking for a lot here lol, I'm actually looking for a tropical country (Caribean or even South American) that is pretty much trying to really develop a tourism trade. I'd like to find something all inclusive, but has to be warm and a beach, any country ideas? Thanks!
