Unemployment benefits (IL)?

Can my husband collect unemployment benefits after being laid off from his job (he is the primary breadwinner) even if I am working pt and receiving a paycheck?

Yes. Unemployment is based on YOUR employer paying into the unemployment insurance fund for YOU. It has nothing to do with anyone else.
