Unit patch Help??????

Question

Any ideas what unit patch might have a seahorse looking thing and % sign?? any random names will help im trying to figure out the unit patch and see where they are from

Do you live near a military installation?  If so, go to any dry cleaning shop and ask them.  Or clothing/sales on post.

Or an alteration shop.
